Secondo Debka Weekly arrivato oggi (edizione in abbonamento) il vero team di ispettori della armi di distruzione di massa irakene non è quello dell'ONU, ma una serie di unità di forze speciali angloamericane, turche e israeliane che operano da 3 mesi in segreto in irak e che si preparano a fare una rivelazione che smentisca la dichiarazione di Saddam prevista per domani. E per questo motivo da 4 dicembre le forze alleate nel golfo sono in allerta. Come noto il nord e il sud dell'iraq non è sotto il completo controllo di Saddam a causa della guerriglia kurda al nord e la resistenza sciita al sud e queste sono per l'Onu "no fly zone" dove in pratica volano solo aerei anglo-americani. Questo ha consentito secondo le fonti israeliane come Debka alle forze speciali come i SAS inglesi e la Delta force di creare delle base in territorio irakeno e da questa estate di inflitrarsi nel paese. Sembra da diverse fonti (anche sul corriere di recente) che le armi batteriologiche e chimiche irakene siano mosse in continuazione su autocarri e altri mezzi mobili in giro per il paese per evitare di essere localizzati dalle ispezioni e dai satelliti spia Questi commando infiltrati hanno il compito di trovare alcune di queste unità mobili irakene che contengono alcune delle armi proibite e smentire Saddam quando dichiari che non sono in suo possesso. Se vogliamo il loro compito è di creare il casus belli per l'intervento militare. In tutto questo gli ispettori ONU sono solo una facciata (ed è ovvio che da soli sarebbero completamente impotenti a trovare e controllare alcunchè) Per chi non credesse all'uso di forze speciali in iraq che operino nel modo descritto sotto da Debka, oltre che esser stato accennato pubblicamente da Don Rumsfeld (segreatario alla Difesa americano) consiglio di leggere (tradotto in italiano): "Pattuglia Bravo Zero Due" di Andy Mc Nab, un ex-commando inglese infiltrato in iraq prima della guerra del golfo, poi catturato dagli irakeni e rilasciato in segreto dopo la guerra ). Tra l'altro come libro si legge d'un fiato. ------------- DEBKA WEEKLY ------------------------------------ The False Front and the Real Inspectors The hunt for Iraq’s weapons of mass destruction ends its first week on a surreal note. The real job is not in the hands of the chief UN inspector Hans Blix, or even the International Atomic Agency inspector Mohammed el-Baradei. It is certainly not being handled by the teams rushing around ahead of the TV cameras from one suspect site to another. DEBKA-Net-Weekly’s intelligence sources have discovered that a special multinational task force, made up of special elite units and armed with combat helicopters and aircraft, spy-planes and satellites, is in fact on top of the mission. Unlike the UN team which is based in Baghdad, the concealed team of investigators has fanned out across the country. One well-placed source disclosed: “Our men in the field know where 90 percent of Saddam’s missiles and unconventional weapons systems are located, even the mobile ones that are moved from place to place every hour. We are keeping them under tight observation because when the war begins and Saddam orders his men to activate them, we want to be there before they hit the triggers.” According to our sources, this highly sensitive, elaborate and secret inspection project has been going for more than three months. Its success could pre-determine the course of the war before it begins. Its members are drawn from five nations: the United States, Britain, Israel, Jordan and Turkey. They operate under the Special Forces command at Al Udeid in Qatar and its sub-command in the Jordanian base of Mafraq. For the purpose of the search, Iraq has been divided into 16 squares, each the province of an elite unit for a set period. The Talil air base complex in north Iraq, for instance, with its air fields, missile bases and air defense batteries, was assigned for the first three weeks of December to US special forces, while the H-2 air base complex is under the purview of an Israeli unit for the same period of time. When these units end their tour of duty, they return to base and are replaced. All the units on this mission are briefed down to the last detail on the unconventional weapons in their zone, their precise locations and the names of the Iraqi officers and men assigned to the site. They keep watch around the clock over the comings and goings inside those sites and are on the ready at all times to move in and seize the facility if ordered to do so. Conscious of the eyes constantly watching them, the Iraqis have made almost all their weapons systems mobile and are perpetually shifting them. Often the observers jump to false alert as a result of Iraq tricks, such as starting up the engines of giant trucks, usually Mercedes, and making as though to move out. Twenty minutes later, the engines are switched off. A convoy may set out without warning after midnight for an unknown destination. The watchers follow – only to discover them turning round at 4 am in the middle of the desert and driving back to base. Each of these elite units is afforded broad autonomy of action. They may call up reinforcements as needed, or air assistance from their home base. The Turkish northern Iraqi observation unit, for example, is in the care of the south Turkish military command. Any urgent medical aid requirement will therefore be supplied by the Turkish air force. The same applies to the Israeli units who are at liberty to call up Israeli air force planes and helicopters as needed. However, when aerial bombardment is called for to prevent the movement of weapons from one square to another, or air cover is required in the frequent cases of the special units coming under artillery or tank gun fire, the request for aerial assistance is routed through the US headquarters in Qatar or Jordan and US and UK warplanes scramble to raid Iraqi military targets. Most of the dozens of “Western” or “allied” air sorties against Iraqi ground targets that are reported every few days are connected, DEBKA-Net-Weekly’s military sources can reveal, with Iraq’s maneuvers around the hiding places of its weapons of mass destruction. DEBKA-Net-Weekly’s military sources say this invisible arms inspection project has a dual purpose: it pins down the suspected weapons of mass destruction under close observation and siege; it supplies the Bush administration any data inaccessible to the UN inspection teams that may be needed. Therefore on December 7, when Iraq submits to the UN Security Council its promised list of arms, to prove it has no long-range missiles of unconventional weapons - 1,000 pages have been promised - President George W. Bush can order General Tommy Franks to produce proof that the Iraqi list is false. All the general needs do is to order the elite unit guarding any one of the 16 squares to seize a weapons system, possibly with its Iraqi crew. Since no one has any notion of how Saddam Hussein will react to this denouement, all American and allied forces in the Middle East and the Gulf were put on a high state of preparedness as of Wednesday, December 4. These revelations provide backing for the statement by White House spokesman, Ari Fleischer, on Thursday, December 5, that “the United States will provide intelligence to the United Nations inspectors on Saddam’s weapons”. He insisted that the US possesses solid evidence that Iraq has weapons of mass destruction, despite Baghdad’s denials. "...Debka riporta oggi dei piani di fuga di Saddam..." ------------------------------------------- mi sa che e' bene informata. pero' la vicenda personale di Saddam potrebbe non coincidere del tutto con gli accadimenti militari. questo e' il punto. devi rovesciare il regime e poi sostituirlo. ecco perche' certi figuri come il vecchio Al potrebbero venire di moda... si e' parlato persino di Tommy Franks, come Governatore dell'Iraq. ma ovviamente sara' quel pazzoide genio debosciato di Chabali (cravatte di seta e orologi al polso minimo minimo da 100 milioni). altro piccolo particolare: con il 1° gennaio la Germania entra nel Consiglio di Sicurezza dell'ONU. e quindi...

Nel sottofondo il mercato reagisce ai "segnali" che arrivano dal medio oriente. Ieri il tizio di Al Qaeda dietro l'attacco alla nave americana USS Cole nel 1998, Abd Al-Rahim Al-Nashiri è stato preso. Anche un altro di Bali. La contraerea irakena continua a essere smantellata Inoltre Debka riporta oggi di piani di fuga di Saddam e dei suoi collaboratori stretti Gli aerei americani hanno lanciato centinaia di migliaia di volantini sulle truppe irakene nel sud invitandole a non uscire a combattere. Soprattutto Rumsfeld ha dichiarato che i soldati irakeni farebbero meglio a non uscire dalla caserme perchè ci possono essere armi chimiche e batteriologiche sul campo e l'america può allora usare gli "earth penetrators", piccole bombe atomiche da esplodere sotto terra per far saltare possibili depositivi nascosti di armi chimiche o nucleari. Questi non sono discorsi buttati lì a caso La sensazione è che ci sia una pressione crescente sul regime. DEBKA sostiene che gli americani con l'aiuto degli ufficiali irakeni in esilio stanno trattando sotto banco la resa o l'ammutinamento dei comandanti irakeni locali a uno a uno ---------------------------------------------------------------- When US defense secretary Donald Rumsfeld on November 17 warned Iraqi troops to stay in their barracks, threatening that “any Iraqi use of chemical or biological arms would be dealt with harshly”, he was not just indulging a taste for rhetoric. The rider to that statement - “…but people who stay in their barracks… will not have problems,” - is well substantiated on the ground. According to DEBKA-Net-Weekly’s military sources, US intelligence special forces units, some of whom have been operating in Iraq since April, have managed to draw some 120,000 members of Iraqi field units, about one third of the whole, into undercover deals. Their commanders agreed to refrain from engaging US invasion forces in battle. The number of effective combat troops in Saddam’s 400,000-man army is probably no more than 100,000, so the inroads made by the CIA campaign in Iraqi military strength are extensive. Some of our intelligence sources estimate the number of “turned” Iraqi troops as being as high as about 60 percent of the total. The US negotiations for these deals got seriously underway in September, after Saddam Hussein played into American hands by ordering the bulk of his army to relocate outside Iraq’s biggest cities, including Baghdad, so that any mutinies would not touch the seats of his government. These units he evacuated to remote corners, as far as western border areas near Syria and Jordan and the southwestern frontier with Saudi Arabia. Placing them there, however, made a large part of the Iraqi army accessible to US intelligence negotiators, some of whom entered Iraq from Jordan and Syria, which permits American military transit across its territory to Iraq. -------------------------------------------------------------------- Saddam Prepares to Bolt - with Bin Laden’s Help Like a fox that hears the baying of the hounds, Saddam Hussein is reported to have located a bolt-hole for a quick escape. He appears to have made indirect contact with Osama bin Laden, the master fugitive who has so far eluded the American huntsmen, and procured his help in finding a safe haven close enough to permit him to keep on fighting. That is the word going round the staff of General Tommy Franks’s war command and the Pentagon, according to DEBKA-Net-Weekly’s military and intelligence sources. The CIA officers in charge of the search for Osama bin Laden read certain clues on the ground as indicating that the Iraqi and al Qaeda leaders are in a dialogue about joining forces to wage war on America and its allies from their hideouts, after a new pro-American regime is installed in Baghdad. The signs from Baghdad, according to our sources, are that the Bush government’s strategy of isolating Saddam’s bastions, psychological pressure and the subversion of his army is taking effect. The Iraqi ruler and his sons, close family and trusted aides have given their secret travel plans the final touches this month since the UN Security Council resolution brought the overt American assault uncomfortably close. His beleaguered state was underscored by the blunt warnings issuing from Washington, such as the one uttered by defense secretary Donald Rumsfeld on November 17, on his way to Santiago. Rumsfeld “advised” Iraqi troops to “stay in their barracks” and away from “the triggers on chemical and biological weapons”. His words echoed the leaflets dropped on November 9 on Iraqi troop concentrations in the south warning them not to fire on American and allied forces. Implied by Rumsfeld in the same interview was also a nuclear threat. He said the Defense Department was looking at a range of means, including perhaps small nuclear bombs called “earth penetrators”, to destroy arms and facilities buried deep by terrorist networks and countries developing weapons of mass destruction. This confirmed an earlier report by DEBKA-Net-Weekly and reminded Saddam that his palatial bunkers would be no protection against American “earth penetrators”. At the NATO summit in Prague, US President George W. Bush, added to the pressure by informing the Saddam government that denial of weapons of mass destruction would bring it into its last moments; delay and defiance would invite the severest of consequences. Saddam knows that a full admission would not bring him a pat on the head either. He therefore has no way of ducking the American threat or segregating his men and officers from Washington’s verbal assault on their loyalty. US intelligence, according to DEBKA-Net-Weekly’s military and intelligence sources, have come to believe that the story going round this week about the offer of a multi-billion dollar payment to Libya’s Muammar Qaddafi for sanctuary, with Syrian pitching in with an escape route via its Mediterranean port, was a fable put about by Baghdad to misdirect attention from the real plan of escape and the comings and goings of senior Iraqi officials setting it up. Several intelligence sources detected two secret visits to the United Arab Emirates in early November by three very senior Iraqi officials – the two vice presidents Taha Yassin Ramadan and Izaat Ibrahim and General Ali Hassan al-Majid. They met there with top al-Qaeda representatives to discuss arrangements for secreting Iraqi leaders to Gulf hideaways that bin Laden himself and his deputy, Ayman al-Zawahri would prepare. Some intelligence sources say these clandestine rendezvous took place in the Hadhramauth area of Yemen that is controlled by tribes loyal to the Saudi-born terrorist leader. Our intelligence sources also report glimpses of plainclothes Iraqi intelligence units in a number of Gulf countries, including Saudi Arabia, who vanished before they could be followed. The same sources are certain the Saddam party does not propose to go underground unarmed. They believe he and his military commanders have spirited out of the country the lighter elements of Iraq’s nuclear, biological and chemical weapons arsenal, using al-Qaeda agents in the Gulf to ferry the materials to their new hiding places. This moving armory does not include missile launchers, but may run to dismantled light planes and drones, along with some unconventional warheads. He will also take with him over a thousand commandos of his elite Intelligence 999 units, who are trained in large-scale terror and sabotage in enemy terrain and the use of WMD. (See DEBKA-Net-Weekly No. 83. November 1) Certain other movements lend credence to the reports. The family homes of army officers who left the country are shuttered and deserted. European and Asian companies secretly owned by Saddam and his relatives have transferred a small fortune in cash and gold to Gulf locations. US and Middle Eastern intelligence officials believe Saddam had between $3 billion and $5 billion stashed in those companies’ bank accounts, mainly in Hong Kong, Singapore, Malaysia and Australia. This money is expected to bankroll his escape and the construction of a military and political command base in exile from which he will wage war. Given the friable state of the Iraqi army, DEBKA-Net-Weekly’s military and intelligence experts believe that Saddam’s quick exit could cause the Iraqi government and military to crumble as soon as the American offensive starts. That scenario postulates a short war of three to six days. But it could also be costly. Saddam may well leave behind him in Iraq crews manning missiles and other weapons of mass destruction, whose families have been snatched as hostages to force their compliance with orders to attack US forces or other targets in the Middle East. Disobedience would be their relatives’ death warrants.

Blix e' sostanzialmente un burocrate, un diplomatico d'alto bordo, e gli americani oltretutto cominciano a sospettarlo di doppiogioco. forse si sbagliano e forse no. l'unica cosa certa e' che il loro uomo e' quell'altro. Mohamed El Baradei, grandissimo personaggio. qui la storia passa attraverso di lui. coraggioso, deciso, supercompetente (conosce alla perfezione le armi di cui l'opinione pubblica verra' a conoscenza fra 10 anni esatti). scrupolosissimo. dall'altra parte, un uomo (un uomo? una mezza belva feroce) di cui non si parla abbastanza: Abed Al Tawab Al Huwaish. "Al" per gli amici (pochi). e' il ministro della Militarizzazione Industriale, una istituzione dal nome vagamente futurista che persegue un unico scopo: rendere i nostri incubi realta'. non siede nel Gran Consiglio (tutti i dittatori hanno un Gran Consiglio,a quanto pare), ma partecipa alle riunioni piu' importanti e ha una voglia matta di menare le mani. infìdo. una delle due persone dalle quali non comprare mai e poi mai un'auto usata (l'altra e' Moggi). con la differenza che lui l'auto usata te la imbottisce di tritolo. ambiziosissimo. per salire in graduatoria, e finire dov'e' finito, ha dato sua figlia Wafa, 27 anni, in sposa a Saddam (povera Wafa). un occhio di riguardo per il vecchio Al.

L'ultimo report settimanale di Debka indica che l'8 dicembre per quanto riguarda gli ispettori Onu è la data importante da tenere presente (data entro cui l'iraq presenta i dati...). La probabilità di intervento militare in Iraq è invece per l'ultima settimana di dicembre oppure per il 15 gennaio. Dopo la vittoria alle elezioni e la risoluzione ONU che lascia spazio all'intervento votata all'unanimità è certo che che l'amministrazione Bush andrà avanti. Se si legge il report si vede che i rischi sono grossi e non tanto per l'esito militare quando per la localizzazione e neutralizzazione delle armi di distruzione di massa che questa volta Saddam cercherà di usare. Simultaneamente ci sono dei report in giro per i quali i russi, che hanno contratti con l'Iraq per il petrolio sospesi da dieci anni e temono di perderli, vorrebbero anticipare gli americani e eliminare Saddam nei primi giorni dell'attacco Se Debka ha ragione e finora sull'afganistan sono stati i più precisi per le informazioni militari, è dal 7 dicembre a metà gennaio che occorre prepararsi per il botto ------------------------------------------------------ Sooner rather than Later --- Debka Weekly Report ------------ Washington has a check list of Iraq’s weapons of mass production ready for pulling out on December 8, for comparison with the full accounting Security Resolution 1441 obliges the Iraqi government to submit on its unconventional weapons arsenal on that date. Any discrepancies will mean that Saddam Hussein is cheating. No one will be surprised. DEBKA-Net-Weekly’s sources in Washington describe Baghdad’s six-page letter accepting the UN Security Council resolution that the Iraqi ambassador handed UN Secretary General Koffi Anan Wednesday, November 13, as studded with recipes for procrastination (“The timetable does not take Ramadan and our festivals into account”.) and pretexts for obstructing the movements of the UN arms inspectors, due to arrive in Baghdad next Monday, November 18. (“We have no weapons of mass destruction, whether nuclear, chemical or biological as claimed by evil people”.). The letter is full of ifs and buts. It does not explicitly cite Resolution 1441 as its reference. The inspectors have moreover not been granted unfettered access to suspect sites. However, Anan chose to ignore the holes in Iraq’s letter of acceptance when he presented it triumphantly to President George W. Bush in the White House on Wednesday, November 13. Bush played along with the charade, perfectly aware that the game would be up within days of the inspectors’ arrival in Baghdad. If not then, December 8 will be the pivotal date to watch. In any case, no one in Washington ever expected Saddam Hussein to go through with disarming. Therefore, DEBKA-Net-Weekly’s military sources confirm, the US President and his war cabinet are forging ahead with their plans for a military offensive against Iraq. Still under review is only the launch date. The inclination is to go sooner rather than later. One timeline under the White House microscope, those sources report, is a day in December before Christmas. A second option is the standing date of January 15. General Tommy Franks, OC US Central Command, who will lead the assault on Iraq, has submitted a paper titled “Changes and amendments to the war plan”, that draws a red circle around the first ten days of the offensive, whenever it is, as the period of highest risk to the United States and its invasion force. The Central Command have come to the conclusion from close surveillance that Saddam is getting ready to use his weapons of mass destruction (WMD), an arsenal that certainly contains nuclear weapons (although whether powerful radiological devices, shells or bombs, no one knows), as well as germs and chemicals, including a variety of poison gases. The relevant equipment was sighted as it came out of storage and was handed to field commanders. US military planners figure that Saddam will have to persuade his generals to let loose with the WMD in the initial days of the US assault – or not at all. Should they balk, the war will be quickly over and lost. The cheering news is that Iraq has very few planes and missiles capable of delivering unconventional arms – no more than five Mirage F-1 planes fitted to carry nuclear or biological weapons, and 18-20 Al Hussein missiles. The downside is that the paucity of delivery vehicles places the ultimate decision for using the WMD in very few hands, only 10 pilots and two missile crew commanders to be persuaded to carry out Saddam’s orders. DEBKA-Net-Weekly’s military sources say the Franks war plan reports to the President that the US special forces units assigned to demolishing Iraq’s WMD sites are all set at their staging locations ready to go forward on notice of one or two hours at most, depending on their targets. But the report stresses two key imponderables. Neither the CIA nor military intelligence is sure it has a complete rundown of Saddam’s banned weapons arsenal. He could be hiding items outside Iraq for use after the first 10 days of the campaign have elapsed. il protagonista diventa Hans Blix, lo svedese ispettor degli ispettori. ex ministro degli esteri, esperto di armi nucleari. e' anziano (74 anni), ha stile e modi cortesi ma molto fermi. sotto sotto deve avercela un po' con l'Iraq, perche' le sue ispezioni degli anni 90 non scoprirono nulla, mentre si e' poi visto che qualcosa da scoprire c'era. lui ha dato la colpa ai servizi di intelligence che gli erano stati messi a disposizione. be', vediamo stavolta. speriamo che l'intelligence sia un po' meglio. la mia impressione e' che queste ispezioni portino alla guerra diritto filato. ma fino ad allora i mercati cosa possono temere? a occhio si continua con il lateral-lateral-laterale, cercando di digerire il rialzo mostruoso di ottobre. attenti al Blix.

e' vero, il petrolio e' sceso con la salita degli indici. pero' ha un prezzo troppo "politico" per star tranquilli. basta che Yamani storca il naso per avere 50$ al barile. non credo di esagerare. mi pare che lo stesso ministro saudita del petrolio abbia parlato qualche giorno fa di 100$ al barile (collegando l'eventualita' ad una crisi globale del Medio Oriente, con attacco a Israele e risposta israeliana). e che i destini di wall street ruotino intorno all'esito della guerra e' sempre piu' chiaro. oggi la Susan Bies - che e' un governatore della FED di non so dove, e membro del FOMC - ha detto che il taglio dei 50-base e' stato dovuto a 2 ragioni: 1. "powerfull unknowns" circa la crescita economica globale (incertezze) 2. possibili conseguenze di un conflitto mediorientale e poi 25$ per un barilotto...con la produzione industriale a terra...non e' mica gratis... oggi lo ZEW tedesco... i dati sulla produzione italiana...il sondaggio fra i CEO americani che dovrebbe indicare le strategie di investimento...il Giappone fermo come una fioriera...insomma, il petrolio dovrebbero tirartelo dietro...

fonti Casa Bianca: il NO del parlamento iraqeno e' "tutta scena". una domanda... chi c'e' ora nel consiglio di sicurezza dell'onu? lo chiedo perche' sembra una partita diplomatica, con la bilancia in bilico. gli USA vogliono la guerra, Blair anche, Putin non la desidera, Chirac e Schroeder sono contrari, Abdullah di Giordania e' ostile, Assad ostilissimo, la Cina non so, Berlusconi sorride a tutti...

Banshee non è così facile, il mercato è un meccanismo collettivo per pesare i rischi (e benefici) futuri e oscilla sempre nel tentativo di valutarli. In soldoni il punto è come pesare i danni e rischi a breve termine con quelli a lungo termine in una guerra in corso. Meglio starsene un poco tranquilli ora per poi subire un disastro più tardi oppure rischiare ora per evitare il disastro dopo ? In generale quando una situazione è estremamente rischiosa e rimene tale senza nessuna soluzione in vista il mercato tende a calare. NEL MOMENTO IN CUI IL MERCATO VEDE UNA SOLUZIONE possibile, anche se non ancora realizzata, anche se parziale, può risalire. Non sale invece DOPO, quando il problema è risolto come dicono i fessi ("aspetta di vedere i risultati e come va a finire e poi compra quando è una cosa più sicura...") 1) Il punto è che è iniziata una guerra e il mercato riflette questa realtà negativa. Il fatto che per qualche mese ti sbudellano solo qualche turista o tecnico occidentale in pakistan, bali o tunisia e il tizio con la bomba nella scarpa lo arrestano non vuole dire niente. C'è gente che lavora per distruggere non solo il world trade center ma tutta new york se solo mette le mani su qualche cosa di più potente. Il mercato ha di fronte questo problema che, in assenza di una soluzione, tende a deprimerlo (anche perchè la prossima volta invece che i traders e operatori del WTC si rischia che scompaia fisicamente tutta wall street. E dopo per andare short anche Michelino farà più fatica: chiami per il denaro di una put su Microsoft e ti dicono: "Microsoft ? sospesa causa broker e terminali che sono in cenere " ). Quando viene sventrato il cuore di una città e incenerite 3mila persone in mezzora è una guerra. E chi lo ha fatto ha annunciato di volere usare un atomica o altre armi di distruzione di massa. Per ora 4 aerei pieni di benzina è il meglio che avevano, appena hanno un atomica tascabile usano quella. E' una guerra già iniziata da tempo: l'attentato precedente alle Due Torri del 1993 e quello abortito con cinque aerei dirottati a Manila del 1995, le due ambasciate in africa nel 1997-1998, la caserma dei marines alla Khobe Towers in Arabia, la nave da guerra USS Cole nel mar rosso... tutte fatte saltare per aria. Il mercato IN ASSENZA DI UNA SOLUZIONE (nei confronti del terrorismo con armi di distruzione di massa) tende a scendere in questa situazione. E a rimbalzare ogni volta che intravede delle soluzioni concrete, per quanto parziali e portatrici di rischi. Esempio: in ottobre quando il mercato ha visto l'intervento in Afganistan delinearsi, PRIMA CHE SI SAPESSE L'ESITO, MA QUANDO ERA DELINEATO il tipo di intervento il mercato è risalito. E quando a dicembre il nuovo governo era insediato e i talebani in fuga sulle montagne il rialzo era già terminato. Era una soluzione PARZIALE sconfiggere i talebani e sottrargli il controllo di un paese come l'afganistan e ha dato un rimnbalzo parziale (ovviamente poi c'erano anche altre questioni come Enron-Worldcom-scandali-Brasile-peggioramento della congiuntura) 2) L'amministrazione americana a iniziato a parlare di intervento in Iraq in FEBBRAIO-MARZO (dopo che a fine novembre e inizio dicembre l'afganistan è stato tolto ai talebani). Ad Aprile più o meno le borse hanno iniziato a declinare. Trattandosi di annunciare una guerra e di tipo preventivo era ovviamente un fatto nuovo e pieno di rischi. L'ipotesi che si fa da parte anglo-americana è che il rischio aumenta a breve termine per poterlo ridurre a lungo termine, per evitare una situazione tipo anni 30. Ma intanto si parla di guerra e nel momento in cui il mercato ne ha capito la possibilità è calato. Anche perchè non si tratta una cosa che annunci e poi "bam!" la fai (a meno di essere appunto Saddam in kuwait o Milosevic in Bosnia), ma impieghi mesi e motivarla, discuterla a tutti i livelli, pesarne le possibili conseguenze, internamente e internazionalmente, prepararla in termini pratici ecc... E se ne agiti la possibilità e poi non sei in grado di portarla a termine può essere peggio. Intanto il mercato misura cosa fa il terrorismo nel frattempo nel mondo. Quindi da alcuni mesi hai un cambio di strategia che viene prima annunciato e poi man mano "digerito" a livello politico e di opinione pubblica e di alleanze e così via, e che promette maggiore rischio ora per non avere un disastro poi, ma intanto il mercato vede il maggiore rischio immediato. Da un paio di mesi comincia a vedere la soluzione, in modo approssimativo, nella forma di un intervento militare di cui si cominciano a capire i contorni, le modalità, anche la tempistica e le possibilità di successo sia breve che a lungo termine rispetto alla guerra al terrorismo. Il mercato Risale (sempre che accada) quando capisca che una soluzione del problema è possibile e in qualche modo delineata. Il mercato ha bisogno di capire che c'è una chance di soluzione, in cui i rischi A BREVE TERMINE siano più che compensati dai benefici A LUNGO TERMINE. Essendo una situazione estremamente complessa e rischiosa impiega del tempo per pesarla e la volatilità aumenta. Mi sembra che negli ultimi due o tre mesi la possibilità di intervento si sia delineata più chiaramente (ho copiato qui diversi report che ne indicano i progressi da diversi mesi), che il mercato tenda ora a vederla come una SOLUZIONE concreta possibile di una situazione PERMANENTE che è GIA' ORA estremamente pericolosa (e sostanzialmente di guerra non dichiarata). Forse questo conferma la tesi "traders want war" e spiega un poco meglio la mossa di oggi --------------------------------- The war against Iraq has begun, and Stratfor is watching. Beyond the positioning among politicians or the debates between the media pundits, current military action and reports on covert operations indicate that the initial stages of the U.S. war against Iraq have begun. In the air, the Pentagon has changed the rules of engagement over the northern and southern Iraqi "no fly" zones to suppression of enemy air defenses. The U.S. Air Force reportedly is bolstering the number of aircraft in the region and has reserved 20 air corridors over the Azores. There are reports of U.S. engineers inspecting and possibly upgrading air bases in Iraqi Kurdistan. On the ground, 2,200 Marines from the 11th Marine Expeditionary Unit are in Kuwait for a month- long amphibious exercise called Eager Mace '02. And U.S. Special Operations forces are reported (and denied) to be operating in western and northern Iraq, scouting SCUD missile launchers and conducting reconnaissance on critical targets. Una voce registrata attribuita a Osama Bin Laden e una intervista a Ayman Zawahri, il suo braccio destro, 10 giorni fa hanno dato l'inizio a un offensiva: i) la superpetroliera francese nel mar rosso ii) due anzi con oggi tre attacchi a marines in kuwait (un marines ucciso, e anche tutti gli attentatori) iii) 200 persone di cui 3/4 occidentali (anche francesi e tedeschi, ma soprattutto australiani) in una discoteca a Bali, ieri, cioè nell'anniversario dell'attacco all'USS Cole da parte di Al Qaeda (la nave americana affondata nel mar rosso 4 anni fa con un attacco suicida) Sulla voce di Osama ci sono dei dubbi perchè il comunicato è generico e può essere stato messo assieme con spezzoni di comunicati di un anno o due fa, ma combinato con quanto detto da Ayman Zawahri che invece è certamente vivo da la sensazione che Al Qaeda abbia iniziato una campagna. Per quasi un anno non c'era stato quasi niente (se non cose "facili" come i di 12 tecnici francesi uccisi su un pullman in pakistan, dieci turisti tedeschi in una sinagoga a tunisi e diversi attentati a cristiani arabi sempre in pakistan). Simultaneamente Saddam ha convocato il parlamento (!) e gli altri organi dello stato sabato in seduta straordinaria il giorno dopo il voto del senato che autorizza il presidente americano alla guerra di giovedì. Sul fronte Usa ci sono stati un paio di sondaggi che indicavano un leggero calo dell'appoggio pubblico e questo ha indotto Lehman a dire di vendere i titoli militari, come Northrop e General Dynamics, ma in realtà il test di quello che il mercato preferisce si è visto con il voto di giovedì in cui il Senato Usa ha dato l'ok al presidente con una maggioranza maggiore delle attese e due candidati presidenziali democratici come Liebermann e Kerry si sono schierati per il sì. ==> Il rally di giovedì e venerdì (+9% S&P ) è arrivato SUBITO DOPO IL VOTO DEL SENATO e fa pensare che i traders siano per l'intervento, nota bene la coincidenza temporale esatta. <== Su lato diplomatico Russia, Cina e Francia sono d'ostacolo e l'Iran si è rimangiato un comunicato che diceva che non avrebbe interferito con aerei usa che violavano il suo spazio aereo. Non è detto che gli anglo-americani si fermino senza l'ONU: il discorso di Bush all'ONU è stato che se questi non ferma Saddam con una risoluzione più dura lo farà l'america. C'è il Ramadan ora, ma Rumsfeld ha cancellato il viaggio in Corea in novembre e anche per l'afganistan si diceva che non si sarebbe attaccato per ramadan e invece è stato in novembre che è stato rovesciato. ^Barron's#www.barrons.com^ riassume i sondaggi politici ieri sulle elezioni in USA (tra 20 giorni) e indica che contrariamente a quansto si pensava fino a poco fa anche se il margine è minimo possono vincere i repubblicani sia alla camera che al senaro. I report "militari" indicano che nel nord dell'iraq si combatte ogni giorno tra forze speciali (SAS inglesi e delta force, seals)-kurdi e irakeni. Quasi ogni giorno gli aerei anglo-americani colpiscono delle batterie contraeree irakene. Vicino al confine con la giordania gli irakeni sembrano abbia contraccato e le forze speciali si siano ritirate perchè washington non ha voluto aumentare l'intervento aereo, ma anche lì si combatte. Gli irakeni non lo dicono per non demoralizzare e gli alleati perchè è una guerra non dichiarata. Le conclusioni di tutto questo non sono difficili da trarre. Scusi Zibordi, ma lei ha capito come funzionano i petroliferi? Io francamente no. A volte salgono con il petrolio, e a volte scendono se il petrolio sale. Mi viene in mente settembre 2001, per esempio. Certo, l'esempio e' un po' particolare... Pero' fa impressione vedere ROYAL DUTCH sul supporto e il BRENT sulla resistenza. Yamani parla di petrolio a 100$ nel caso di guerra, e forse straparla o fa diplomazia. Ma sarebbe interessante capire cosa succederebbe con un barile a 40$, che non e' del tutto fantascienza.

il multiplo e' 0,1. adesso pagheresti il put60 dresdner dc02 1,48 cioe' come se il titolo fosse 14,8 dollari sotto lo strike (lasciando perdere le questioni di cambio), il che e' piu' o meno vero. vale a dire che non c'e' volatilita'. a questi livelli in the money i cw diventano onesti...
