Ale, concordo con te, credimi, sulla forma e sulla sostanza molto "di facciata" del comunicato.
Devo contemporaneamente notare che, solo sei/ sette mesi fa, un comunicato di questo genere sarebbe stato impensabile.

La forma è piuttosto "tronfia", d'accordo, ma Germania, Francia e gli altri "virtuosi" dalla UE, ritenevo che MAI avrebbero sottoscritto questo tipo di impegno ed in questi termini così diretti..... eppure oggi ci siamo arrivati.
I tools indicati sono ora di chiaro stampo FED:
- act on the basis of a precautionary programme;
- finance recapitalisation of financial institutions through loans to governments including in non programme countries ;
- intervene in the secondary markets on the basis of an ECB analysis recognizing the
existence of exceptional financial market circumstances and risks to financial stability

Non c'è solo un lending a tasso fuori-mercato per la Grecia, di fatto la BCE è già autorizzata, con lo schermo dell' ESFS, a supportare alle stesse condizioni Portogallo ed Irlanda (l' espressione "to provide support to countries under programmes until they
have regained market access, farà sorridere un americano, ma nella sostanza fornisce un supporto teoricamente senza limiti di tempo, sopra si parla per la Grecia di 15 anni, di fino a 30 anni "with a grace period of 10 years").

E si finisce (guarda anche gli ultimi due punti successivi, con stoccata alle Agenzie di ratings), con una neanche troppo velata prescrizione che le normative economiche nazionali non potranno più andare in ordine sparso e che comunque entro Ottobre si assumeranno decisioni per potenziare ulteriormente la gestione delle possibili crisi, ovviamente a livello sovranazionale.
Direi che siamo pronti per una Governance Europea Unica per Economia e Finanza ed ogni eventuale peggioramento della situazione, accelererà i tempi per l' accentramento delle decisioni.
