Industrialists and the economy ministry have repeatedly called for a cut to central bank interest rates. In March, the ministry was prompted to raise key rates to ease downside pressure on the ruble which was hit by the Ukrainian crisis and the sanctions imposed by the West on Moscow.
The economy ministry expects industrial output to increase by 1.3% this year after it showed no growth in 2013, which Deputy Economy Minister Andrei Klepach previously dubbed as "a year of missed opportunities."
